Association
of Radio & TV Engineering Employees ( popularly known as ARTEE
) started in the holy city of Allahabad on1st, January, 1967 with the
name Non-
Gazetted Engineering Employees Association under Regn.
No. 921/67.

: Headquaters shifted to Delhi.

: First National Convention In Delhi.
1971
: Started Publication of Filament, RNI.No. 23285/71.
1973 : 2nd National Convention in Delhi.
1977 : 3rd National Convention in Delhi.
1977 : Non-Gazetted part removed from the
name after the inclusion of AE as member.
1978 : 4th National Convention in Delhi.
1981
: 5th National Convention in Kolkatta.
1981
: Renamed as Association of Radio & Television Engineering employee
(ARTEE).
1982 : 6th National Convention in Delhi.
1987 : 7th National Convention in Delhi.
1990 : 8th National Convention in Kolkatta.
1992 : 9th ( Silver Jublee) National Convention
in Delhi.
1995 : 10th National Convention in Kolkatta.
1997 : 11th National Convention in Mumbai
2000 : 12th National Convention in Lucknow.
2003 : 13th National Convention in Mumbai.
National convention
were interspaced by various Zonal, state and Regional Conventions as
ARTEE is being federal setup of Five zonal committees and 30 state committees
in addition to Co-ordinations committee to Doordarshan Masintenance
Centres.
ARTEE's main purpose is to protect the right ( financial,functional
and social ) of the workers and to fight against the victimization/harassment
of working class by the unserupulous managerial practices. To carry
out the stuggle for its cause, ARTEE had been compelled to agitate as
many occasions for the reasons like working conditions and living condition
, carrier prospectus, rightful remunerations,downsizing of staff etc.
Some
of agitations were :
1973
: Mass Holiday.
1978 : 45 days Relay hunger strike.
1980 : 30 days work to rule.
1982 : General strike with all employees
country arrest during ASIAD.
1984 : 30 days Dharna.
1989 : Silence observation protest.
1991 : One day tool down strike.
1993 : 3 days tool down strike.
1997 : waves of mass holidays & strikes.
1998 : waves of mass holidays & strikes.
1999 : waves of mass holidays & strikes.
A lot of Gate meetings,
Dharnas which took place in addition to these steps.
Summary
of Outcome of these agitations:
1. There was
an ever increasing organizing success and morality of the employees,
not only those belonging to our cadre but also all other Associations/Union
in the total electronic media, got boosted.
2. As an outcome of of agitation in Seventies:-
(a) The working hours were fixed, holidays
defined, extra hours of duty compensated.
(b) From a bare minimum, the number of
staff quarter were increased.
(c) A comprehensive transfer policy came
into existence ( in 1981 ).
(d) Routine conciliatory meeting become
regular and management agreed for frequent discussions as and when occasions
arose.
3. The 1982 Asiad agitation has brought wider unity among all
AIR & TV employees irrespective of their sections. This agitations
gave as impact us for other central Govt. employees unions to pursue
with vigour the issue of BONUS to central Govt. Employees ( Till then,
only Railways and P&T staff were getting Bonus ) . The eighties
saw, Bonus being gives to all Central Govt. Employees.
4. The mid eighties witnessed, the managements attempts to remove
stagnation in Engineering cadres, though is a lubewarm manner. However
a large number of Engineering Employees were benefited by promotions.
5. The late eighties brought the challenge to Association to
fight for staff welfare at the numerousLow Power Transmitters (T.V.relay
centres-LPTs) set up due to T.V. expansion.
6. Then came the decade of struggle for pay revesion of engineering
cadre, which was steered with coverage and determinations. Even though
it was settled for the employees who were in service till 25-02-1999.
It is pending for those who are entered after this date.
The next programme
of struggle is to see the justified rise of employees joining at various
levels with a proper balance to the departmental conditates with different
levels of qualification and the direct estrasts.
The most important
agenda in front of ARTEE now is to ensure the status of the Broadcasting
employees.
Even though AIR
& DD became Prasar Bharati on 15th September 1997 and the place
the employees of AIR & DD as deputation in Prasar Bharati in Sept.
2002, employees are being kicked in between Govt. & Corporation.
Further such lengthly period of transition is not healthy for employees
as well as the corporation. There is always a threat due to this uncertainity.
